What you're referring to is called orthostatic hypotension, and occurs when a person goes from a sitting/lying position to a standing position, and blood volume shifts too rapidly for the sympathetic component of the CNS to respond with compensatory constriction of blood vessels. This causes insufficient blood to reach the brain, which we perceive as dizziness, visual disturbances, imbalance, etc.
It is a normal thing to experience, though lasting half a minute seems a little long. I wouldn't worry about it, but if you're concerned, you might ask your doctor about it.

It is possible that you could have low blood pressure. You should probably see a doctor took make sure it isn't anything serious. Sometimes this is caused by stress, or could be a result from not eating enough. You might want to get checked before you pass out. (this happened to a close friend of mine)

I KNOW WHAT YOU MEAN
This used to happen to me... now its just when ever someone calls me or i try to look back and try to just turn my neck to the left and that's when it happens my vision goes black and i hear like this noise that i can't really explain
i have told my docotr and they never do anything about it
They always check my blood preasure and its always ok

Possibly a blood circulation issue - next time you visit the ol Doc' let em' know and I am sure they will take your blood pressure.
Other possibility, the fluid in the ears (the one that controls balance, I am not sure what it is called), can be off as well.

you are experiencing a drop in blood pressure.
This is common.
The way to alleviate it is to sit up slowly, wait a few seconds, twenty or so, sit on the edge of the bed, and then stand. If you stand up too quickly you run the risk of fainting and you may injure yourself.
It is normal.

Husky, knowing that you have some other cardiac problems, I think this is something that you need to call your cardiologist about right away.
