I just look them in the eye and say Hi. I like to think that just because people are looking in my direction they are not staring at me. They could be thinking about something really serious and not realize they are looking at me. I never know what other people are going thru in their lives so I try not to be rude. Don't get me wrong if they are rude to me I will be rude to them, but I try to give people the benefit of the doubt!

Not to be racist, but are you of Middle Eastern descent?
I've noticed people staring at Arab/Persian folks a good amount in the past few years.
Blow them a kiss! Or wink.
Or stare back. That one is the best, then they can't say you are trying to start something. You were just doing what they were doing.
The best, however, is to just smile. It is pretty disarming.

I believe it's rude too. If you feel comfortable appoaraching the person who stares at you, I would go up to them and politly ask them to stop. When you feel annoyed, it's best to let people know. If it builds up inside you to the point where you loose your temper, it could turn into an ugly situation. Take care, and God luck!

Just smile at them. They are probably just people watching, I do it all the time. It is also cultural we have lived all over the USA and the world, and in some places people stare more than others. Maybe it's better than people acting like you don't exist.

I look them in the eyes and smile really big. They will usually get embarrassed and turn away. I like to think that they are admiring me haircut, new shirt, etc. Give people the benefit of the doubt, they may just think you are very good looking and can't take their eyes off you.
If you prefer to counter rudeness with rudeness, then just start picking your nose and flick it at them.

If they stare and say "hi" or "hello", I take it in in a polite and happy manner. But if they just stare at me like a moron, I get offended. I just blink my eyes and turn back. Oh, and this applies to men.
women rarely stare at me, probably because of my brown skin and ordinary looks.

Depends on who is staring at you. I Sometimes stare back, sometimes ignore them, and other times (if it's a cute girl) smile and say hi or do something wacky or funny.
