I mean, there really is no excuse to endanger the lives of others. You could argue in traffic court if you had a medical emergency, provided you bring documented proof, but for most people, $1000 minimum fine will be enough to discourage running red lights and speeding.

But this raises the question of whether or not the speed limits actually make sense. Police understand this, and they often speed even when they're not rushing to an emergency.
