Long Beach has a nice aquarium but never really thought about it as a (in the wild) whale watching hotspot. I think most whale watchers go down the coast to Dana Point (South of Laguna Beach)..I don't recall seeing whales in the Long Beach area, I suppose they are out there somewhere, however.

The port and the VERY long breakwater scares them off. you may desire to flow on a whale observing boat excursion or to the factor Vicente Lighthouse on the Palos Verdes peninsula in case you p.c. to ascertain them from shore.
