Definitely yes, it is cheaper in the summer. Our peak season runs November 15th - May 1st as between these times there is a slightly higher risk of hurricanes and it is blisteringly hot. Its 87F in the shade in the Turks and Caicos Islands today, so you can imagine what the summer's like :)

It really depends on which month your talking about. May and June are higher in price due to those 2 months being being "Wedding months" so the price isn't always less than spring break months.

A lot also depends on your particular departure city, if there are normally charters departing from there. If there are charters a lot of those will stop by April 15th when Spring Break ends. Schedule air such as Northwest, Continental, United, American, etc. usually is more expensive and when charters end then you are left with only the option of Scheduled air.

There are so many circumstances that create a price, mainly availability and when you make the reservation. For example if you book far out enough in advance you may get a hotel special that say you wouldn't get by waiting.

Yes, it is the cheapest time to go because of the threat of hurricanes. Hurricane season starts June and ends November.
Wilma (hurricane) arrived almost the end of October 2005. You have plenty of warning to get out and always purchase travel insurance if traveling to the Caribbean during hurricane season.

Yes, the peak season starts Dec 15 and runs to end of April then prices start to drop again but the weather is more iffy as well.
