If you mean that he's irriating you - it's because you let him! Don't give him the power to get under your skin.

he probably has a secret crush on you but is to scared to tell you if i where you i would test him on that thought and if its not the case start winding him up back remember their is nothing like a woman scorned so you go girl

He may like you, and and is trying to get your attention. Young men do not have the social skills that young ladies have. They have not learned any other way of behaving around a lady. Or He's getting off on pushing your buttons, its giving him a thrill. Act like you don't hear or see him, and he will quit.

ok theres a few reasons i can think of.
1 - he likes you but isnt sure whether you feel the same
2 - thats what he thinks you like and if you dont tell him other wise he will keep going
3 - its all a male dare, sorry to be so blunt. but if hes of that sort of age then its quite likely.

Is it playful winding up or nasty winding up? If it is playful then I should imagine that it could be because he is attracted to you. If it is nasty and you haven't done anything to upset him, it's probably because he's an idiot.
