Why have you deliberately spelt 'inglish' wrong when you've spelt it correctly 3 times. chat rooms are probably the worse play to improve your english, just read lots of english books and newspapers and talk to people in inglish, it will improve in no time.

there are different programs that some have free services and some want you to pay them at least. For instance the library may have free, but college they offer a free class still has to pay for tuition & teaching procees.
