He has reached sexual maturity,his looking for a female and since he can't find one you are the next best thing.Since you are not saying how old he is or if he is neutered that is what comes in my mind,especially because you mention the loud meowing.Otherwise he could just try to show you he is the boss and not you,biting other animals and climbing on top of them is a way to establish leadership.

Squirt him with water or just lift your arm away as soon as he comes near you and pretend that he's not there. As soon as he sees you ignoring him he'll take it as a punishment and see that that is the bad thing to do.

Is your cat neutered?
If not, that's the problem.
The meowing is actually him calling to a female...there maybe a female in heat somewhere near your home.
The best thing to do is to have him neutered.
