It seems like you could do this with any spreadsheet software like excel. Just map out the dimensions of the puzzle and start plugging words in the blanks. Then fill the rest up with random letters, common letters to make it harder, z's and q's to make it easier...
I guess that's a little more work than a program that makes them, but you can do it with software you already have...
