Where instinct is coming from?
Soul.
Where from soul is getting the instinct or direction?
Paramatma(God in the heart)
What is Paramatma?
Manifestation or expansion in the material world,
of Bhagavan or Krishna, the Supreme Personality of Godhead.
The very name"Krishna" means all attractive because of having six opulences in full. Krishna is Raso vai sa(reservoir of all mellows) and can reciprocate in whatever relationship one wants to have with Krishna. We spirit souls being part and parcel of Krishna have the same love originally, but that love is turned into lust in the material world. But, Paramatma from within the heart as Caitya guru is directing us towards various spiritual masters, viz., Vartmapradaksaka guru, Shiksa guru and Diksa guru giving the information of Love of Godhead, Krishna.
Purport to Srimad Bhagavatam SB 1.5.29,
by A.C.Bhaktivedanta Swami Prabhupada(founder of ISKCON)
Transcendental loving service for the Supreme Lord is the natural inclination of every living being. The instinct is dormant in everyone, but due to the association of material nature the modes of passion and ignorance cover this from time immemorial. If, by the grace of the Lord and the great-souled devotees of the Lord, a living being becomes fortunate enough to associate with the unadulterated devotees of the Lord and gets a chance to hear the unadulterated glories of the Lord, certainly the flow of devotional service takes place like the flow of a river. As the river flows on till she reaches the sea, similarly pure devotional service flows by the association of pure devotees till it reaches the ultimate goal, namely, transcendental love of God. Such a flow of devotional service cannot stop. On the contrary, it increases more and more without limitation. The flow of devotional service is so potent that any onlooker also becomes liberated from the influence of the modes of passion and ignorance. These two qualities of nature are thus removed, and the living being is liberated, being situated in his original position.

God is indeed watchful over all His creation, not just humans; though there is a huge difference between the herd instinct and love. Love will still act in situations against all odds. You might enjoy a good reading of C.S. Lewis's Mere Christianity, in which he tackles this among other interesting topics.

Yes, love is an instinct. All of our emotions are based on instinctual or trained reponses to those instincts.
Love is a biochemical cost-benefit analysis mediated by the neurological structure of the brain, nothing more, nothing less, in which the cost in behavior is balanced against the reward of following the instincts for altruism and empathy.

The fact that the calf can immediately find its mother has absolutely nothing to do with instinct or love!
It is called the ability to smell and recognise its mother's smell which is the same that it has and - which obviously is much different from all the other cows!
Lo siento!

Love is a refined instinct associated with pair bonding. Humans have developed the survival trait to the point that we call love over thousands of years. Love can extend beyond the mate to include children, close relatives, friends, or even strangers. Love of the entire human race is a grand accomplishment that can only help us to survive.

Instinct directs them
They are programmed that way and can't really act any other way.
Humans, on the other hand, have choice.
We can think about things and decide.
that's a good thing under ideal conditions.
