First you have to sand the frames on order to get the polyuerethane finish off and so the pain will stick.

In order to get that shiny white finish, oil high gloss paint would be the best, but a high gloss latex is almost as good and easier for clean up because it is water based.

Also, the key to getting a very clean smooth finish is to purchase a good quality paint brush, especially using high gloss paint and on window frames a good quality brush will make all the difference.

I don't think you can paint your windows to look like pvc windows. I'm assuming you have wooden ones? These are much better looking than plastic, personally I think plastic windows look naff. Just sand them down and paint them white with a good wood gloss paint. Good luck.

Do you mean like Vynil windows? wood is very hard to get that smooth a look. What I would do is sand and rough spots, fill any holes or chips with spackle, then sand again and prime 2 coats. then paint a couple of coats. Its the best you'll get. If you want that white Vynil look use a very bright semi gloss.
