You don't eat more quantity, you eat more frequently. Ideally you should be eating 5-6 small meals a day. A carb and a protein every meal about the size of your fist or smaller, and a veggie at least twice a day. If you keep your body always digesting, the metabolism will never be dormant. If you go long periods without meals, your body thinks that it won't be getting food, and goes into starvation mode, then saving everything you eat as fat.

No one in their right mind should say to eat more without knowing what the person is eating. If you're eating less than 1200 calories, then YES, you need to eat more, but not that much more 1400 calories for the average sized woman will keep your metabolism healthy and still allows you to lose weight. But if you go under 1200 calories for more than two weeks, then your body thinks it's starving and will slow down its fat burning furnace to conserve fat (energy) and most people don't want that. So it really depends on what the person is eating before they should be told to eat more and even then, not much more.
Also maybe they mean eat your 1400 calories in more sessions. Eating smaller meals more frequently, is better than eating two huge meals.

It is better to eat 5-6 SMALL portioned meals throughout the day. It keeps your body metabolizing food adn allows you to burn more calories. Adding some exercise into the equation and your on the road to being healthier. Be sure to balance your carbs with proteins and eat the recommended daily allowance of fiber and vitamins. Remember carbohydrates are your main energy source. So when you deprive your body of carbohydrates (complex Carbs) you are depleting your body of its main energy source, which will cause you to start storing fat.
