Two things come to mind...worms or a blocked anal gland.
You'll need to take the cat to the Vet to find out for sure.
If it's worms that Vet will give you pills or in the case of a tapeworm he'll give the cat a shot to get rid of the worms.
DO NOT buy over the counter wormer...they don't work well and some cats have very bad reactions to them.

If it's an anal gland problem...I had a cat with this once...the Vet will put on a glove and insert a finger into the cats rectum unblocking the gland...sounds gross and actually it is, but the cat will feel much better afterwards...it takes less than two minutes.

Could be a couple of things. My cat does that when he has poop stuck to his fur. Is he hairy? Others have mentioned irritated anal glands or worms, both of which could be the culprit. I know it may not be pleasant to do this, but you should inspect his butt. Look for feces stuck to his fur, or little white things that look like grains of rice (which would mean he has tape worms), or irritation, redness, swelling on and around the sphincter. If it's not poop, you might have to take a trip to the vet. BTW, do NOT put chili powder on the floor - that's just stupid. He's doing this because something is wrong with his back end. Take care of him because he's probably in discomfort.

that's called scooting it's the sign of either blocked anal glands or worms. anal glands can become blocked and uncomfortable for the cat if you don't take him to the vet to have them drained they can become infected swelling up with pus filled abscesses that will rupture requiring reconstructive surgery,antibiotics and lengthy stay at the vet
this is extremely expensive. so just take him to the vet asap and have you cats anal glands expressed.
the anal glands are on either side of the anus,they normally express during defecation on to the feces a pungent oily soup of scent chemicals that help mark territory,leave smelly calling cards and transfer information about their sex ,age,health to other cats in the area.

sounds like he would have impacted anal glands, or his poop is purely too not uncomplicated and he won't be able to eliminate all of it, even as he poops. a visit to the vet is an excellent theory. If he's impacted, the vet can "exhibit" the glands, and this can take care of it. If it truly is a constipation difficulty, the vet can provide you with some concepts of the thanks to fix that, too. wish this helps...........solid success.

This is an issue with his anal glands or he has worms. Take a quick trip to the vet and they will take care of it. Shouldn't be too costly.

You need to take your cat to the vet to get his anal sacs cleaned. If you're up for it, ask the vet to show you how to do it for when it happens again in the future.

Itchy itchy bottom. He might have swollen anal glands. I think you're supposed to rub gently with a wipe counterclockwise and try to get the glands to expell whatever has upset them.

Wipe his rear with a wet towel and it may promt him to lick and clean it.
Hopefully he doesn't have worms or something serious.

chili powder on the floor will do it ... my dog used to until we changed the flooring now she does it on the gravel !!!!! ouch
