There must be something wrong with him. Men are horny devils and will try to get their leg over at every opportunity. Does he have a problem? You should ask him. Could be he is nervous, have a lack of sex drive or is gay and can not face up to it and is using you for show. Do you do other things but just not sex? If there is no intimacy then maybe he just wants to be your friend.
You should take the bull by the horns and ask.

I think it's good to wait awhile before you sleep with someone, it develops a much more intimate relationship that you know isn't just going to be about the sex. If I were you, I'd just ask him if you're ready. I know it's a hard subject to bring up, but if you feel you can't ask him in person or on the phone, write him a little email.

You don't say how old you are - if you're just young teenagers then it's not unusual and best to wait until you're ready. Why haven't the two of you discussed this if it's bothering you?
