ADDED INFORMATION: I see from other posters that they are skeptical about the information and link I gave you regarding the surname Diamond. First of all Jewish is a religion, not a nationality. I didn't want to bog you down with too much information when I answered your question, but I do want you to know that I didn't pull my answer out of nowhere. I also checked the immigration records at Ancestry and many of the immigrants in the immigration records came not only from Ireland, but from Greece and Brittain. Diamond is a pretty popular surname. There were over 10,000 Diamonds in the 1930 census alone. The England and Wales Free BMD Birth Index which covers 1837-1983 had 2339 hits.

However, if you go to LDS Family search, you will see over 318 Diamond surnames from all over the world, including Russia. This does not tell how the name migrated, or originated.

Dutch is right. Most people with the last name "Diamond" are Jewish. Think Neil Diamond, Dr. Merle Diamond, etc. It may also be Irish, but don't imagine that just cuz some website is saying it's Irish that there aren't other nationalities it could be, too. That's the problem with those surname sites...they're grossly incomplete and don't have a clue how far they mislead people.

Garcia is originally a Spanish (as in from Spain) last name colonialism and immigration brought it (an many other last names) to the American continent. As far as "nationality" is concerned you will find Garcias in every country in the Americas, there are even native born Garcias in the US.

Everybody I ever met named Diamond was Jewish, it could be also English/Irish. It don't know what nationality it would be Jews emigrated from all over Europe mostly Germany, Poland, Russia, and other eastern European countries. I've heard the Jewish surname Diamondstein which would be German in origin.
It might have the same roots of common Jewish surnames Silver(stein), Gold(stein). They where occupational surnames, jewelers or dealers in gold,silver, or diamonds.
