Do you thing I should tell my room mate that her boyfriend tried to talk to me at dance? But I think that he was just drunk and talking out of his head. So should I tell her or not?

When you say talk do you mean talk or flirt?
If it was just talking I wouldn't bother, if he was flirting I wouldn't bother either cause as you said he was drunk.
You don't want to mess with your friendship with your roommate.
Now if it happens when he is sober that's another matter all together and that would make for an uncomfortable situation with you being room mates and all.

Is there a rule saying you can not talk to your firend's boyfriend??? My girl friends talk to my boyfriend and boyfriend talks to them too.. There is nothing wrong with this... What your friend's bf said to you?? was he trying to hit on you?? if the answer is "yes" and if it has happened for the first time, dont tell your room mate about it... maybe he acted that way coz he really was drunk... If you tell her she might think you're lying and trying to make them fight... she might not believe you... at the end you might become a bad guy... So just wait and if he does it again tell him to leave you alone... but if he doesnt care, go and tell your roommate... what do you think about that guy anywsy? Do you fancy him?

If you thought he's drunk at the time, then don't ~ it'll only damage your relationship with your friend. But if you're quite sure that he's not drunk at all ~ you'd better tell this to her or else she'll end up crying to be disappointed by a jerk boyfriend!

You should confront the boyfriend. Tell him that you didnt apreciate what he did and said because your friend means alot to you. You wont hurt her like that. If this happens in future again then you can tell her. But dont sound the alarm just yet. Protecting your friend now is more important.

depending on what exactly he said. if he was suggesting anything more than friendly it might be a good idea to warn your friend, especially if hes done it before. BUT, if he was drunk it might have just been a one time accident.

don't do it. She might get hurt , and as you said, he was just drunk and didn't quite knnew what he eas doing.
