You only get full protection when the PayPal account is used w/a bank account. But I've used it on numerous occasions w/eBay & had only the one problem when I used it w/a credit card.

as a buyer and seller at different auction sites and have never had a problem. As a seller, paypal is the method of payment I prefer as i get my $$ right then with no worries about bounced checks or fake $$ orders. No, I am not affliated with Paypal, but it is "fast, safe & secure":).... As a buyer, I feel more confident in my transaction because I do not have to give the person I am buying from online my credit card info or bank information. I will only purchase from sellers that do accept Paypal. they also have buyer protection, but I don't know much about it, since I have never had to use it. Hope this helps!
***of note
as one person mentioned, Paypal does have a problem w/ phishing and bogus emails. I receive at least 2 emails a week from a company claiming to be Paypal stating my account "may have completed an unauthorized transaction and to click on the link to provide my account information for verification" if you receive something like this email IMMEDIATLEY forward to spoof@paypal.com. do not reply as it is a bogus company.

Yes quite safe. Safer than credit cards. I have had a Pay Pal account for about six years and I have to say I love it and have never had any problems at all using it. They give buyer protection as well as many other services. Also if you move and you have an address change you have to fill out many online forms but this kind of safety is great. When I moved in late November 2006 I basically had to erase everything and start from scratch but I would rather do that and be safe then not do it and be unsafe.

As an active Ebayer, I've found Paypal to be a very safe and easy way to pay and to recieve payments. I got a debit card from them so I can pay for things with my paypal balance rather than transfering funds back and forth. I've also made a few purchases with paypal on websites (there aren't too many yet, but there are some) and i've found it to be perfectly fine

At least you have recourse through Paypal versus western union. As long as you do not see sellers face to face there is no way to predict the outcome. This is the risk everyone takes when buying online. If you use a credit card through Paypal you have even more recourse in case of fraud. By far paypal would be the less riskier way to pay in this scenario.

There have been complaints about Pay-pal accounts subjected to phishing attacks where the attackers steals your password.
Now Paypal has countered this with anti fraud token costing 5 dollars.
For years E-bay and Paypal have been among top 3 targets of Phishing attacks, online scams that use e-mail to lure people to enter their login credentials into a look alike website.
However so for Indian Users have not been affected as much as US users.

It is very safe, I have used it to send and receive money for several years now.
I do not keep funds in the PayPal account though, because it is not FDIC insured, it is not a bank. As soon as I receive notice of funds, I go in and transfer it to my bank account. The transfer takes about 2-3 days.

I personally use it and love it...in fact I even try to avoid ebayers who dont use it because its so much more convient. My mother in law also uses it and only once had a problem with someone not sending her her purchase. After she contacted paypal about it they refunded her money for her. I defintally suggest using it.
