System Restore doesn't fix this sort of problem, it will only track changes of programs. But, try it.
It's pretty difficult if I don't see it by myself. But I have suggestions:
1. Try make a new account. Test it, whether it work correctly, whether it run your program in startup folder.
2. If above step doesn't work, try repair your windows installation. By entering your Windows Installer CD, and choose repair (or upgrade).
3. If you're running on laptop (I guess so, because you listed battery meter) it will shipped with CD restore, normally. I don't know if it's included or not, but recent vendor packages it with your notebook.

Try changing your start up to Selective rather than Normal.
Uncheck the not needed items in msconfig.
Know what you are doing before changing msconfig in the future.
