All countries wait for a first strike, either real or fake. I remember Hitler's reason for attacking Poland, fake attack on a radio station. Who REALLY blew up the USS Maine. Remember Pearl, the Gulf of Tonkin incident, remember the Alamo, remember 9/11...all reasons for taking the war to the enemy.... some real, some fabricated....
