If you had a choice policing or politicking, what is the solution to fighting crime in S.A.?

I once knew a professor and journalist who grew up in NYC (Bronx) and relocated to Sao Paolo. He writes many articles in his own newsletter concerning crime. If I believe him he says that Police corruption is common in Sao Paolo and I assume , through out S.A....One issue may be that Police are not paid enough and bribery helps them support their families. The minor politico's who are responsible for local police also do not get paid enough so again bribery is common.....all of this leads to very little enforcement.....Drug Cartels rule. Raise the standards and the salary of the Police Depts. Investigate Fat Cat Politicians and put them in jail if found guilty of corruption and install Officials that will backup the police in high visibility arrests...Then give them all bulletproof vests and relocate their families. The fallout is going to get messy....
