You mean IMEI (International Mobile Equipment Identity), yes the mobile operators can help finding the attached MSISDN ((mobile Number)) attached to that IMEI in the switch side they have a query program for mobile subscribers location by
IMSI (the SIM card number)
MSISDN (the mobile subscriber number)
IMEI (the phone equipment number)
so they can know the location and the new owner of the missing mobile phone if it works under the same mobile network. also some operators can lock the device and prevent it from using the network resources using their EIR and by police help anybody can find his missing or stolen phone across the country but this as you know differ from country to another.
