Is this common - and why does it happen? Is it a bad thing?
After about half an hour normal service resumes. What's going on?

As you exercise, the blood and lymph circulation speed up and moves around all the bodys tissues to supply them with fresh blood and lymph fluid containing oxygen and nutrients. The shrinkage is to do with the circulation process and its just removing old blood and toxins from that area and busy directing oxygen and nutrients to vital organs.

Maybe it's something to do with heat or cold.
Your skin might feel hot but it might also be very cold during (and particularily after) exercise as the bodies cooling mechanism is doing it's thing.

Since I don't have a winkle I'm not familiar with what goes on down there during exercise. Is it hot in there? Or cold?

PS- At first I thought your question said wrinkle which kinda confused and scared me.

The good news appears to be that in the long run it's a good thing for Mr. Winkle. Who really cares what he's up to while your in the gym or jogging. Let him have a nap and give his precious bodily fluids to the muscles doing the work.

Afterwards and with regular excercise schedule, he'll love you for it. Check out this article on webmd.

Whatever you do then,... don't go exercising out in the cold..you will NEVER be able to find it.
Seriously, though, when you exercise, blood is diverted to the muscles where it is needed and away from places it is not..this includes your 'winkle' as you call it.Try exercising your 'winkle' and see the reverse happen...on second thoughts..don't.You will probably be banned from the Gym.

Serious answer. When you exercise all the available blood is diverted to the vital organs, especially your heart and lungs and the muscles. Peripheral blood supply is diminished and this includes the blood supply to your widgee. Since your widgee is not mainly composed of muscle (as most men would like to think) but blood, that's the reason why it decreases in size, in the same way as it does when plunged into cold water.

Im a girl, so it doesn't happen to me but...
when you exercise, your blood is required in your lungs & heart, to pump more oxygen into your muscles, your muscles to keep them moving & your skin to keep your temperature down. I would imagine that your winkle shrinks because its low down on the blood priority during exercise.
I would say its normal, just dont exercise nude...
