The cheapest time time fly to Atlanta is anytime away from holidays. If you have to fly there close to a holiday, try getting a flight either a week and a half before a holiday, or a week after a holiday. Remember spring break is also a busy time.

Seems like someone is always running a special in or out of Atlanta. Check Airtran and the other bargain airlines. Don't forget Delta either.
