Isn't the problem with Malaysians that they are not allowed to go to Israel by their government? Ie if you have an Israeli stamp in your passport, you will not be given entry to Malaysia?

In this case the solution is easy: Fly via Europe. Malaysians do not need a visa to enter the Schengen countries.

The trick is to fly to Europe after your visit to Israel and "loose" your passport in Rome, Paris, London, etc. You then apply for a new one in Europe with a photocopy of the data page of the old passport.

There are quite inexpensible charter flights to Israel available from Europe. http://www.skyscanner.net

Your friend could also travel via Egypt and have the Malaysian embassy in Cairo issue a new passport. Problem is that by now the embassies in Cairo have cottoned on to the "lost passport" trick to get rid of the Israeli entry and exit stamps. In Europe it is safer to do it, as the idea that your friend lost the passport intentionally will not enter the official's minds there.

Apply for the visa from the Israeli embassy in the city your friend resides in. Then you can fly to Tel Aviv on El Al Israel Airlines via Mumbai, India( Good connections with the Malaysian Airlines flight to Mumbai from Kuala Lumpur)..Hope tht was helpful:)
