we find peopel using and answring phones every where and anywhere /anytime though it is not an emergency.

the calls/ the ring tones/the talk etc all these at times cause a lot of inconvenience/disturbance to others though unintentionally?

shouldn't there be a regulation for 'no (mobile )phone zones ' similar to no parking zones?

Wouldn't the world be nicer if every had a little bit of common courtesy and didn't have their cell phones ringing every second? I totally agree!

In fact there are some areas, where mobile phones should not be allowed but as a convention noone can be stopped. Like a hospital could be treated as that zone, but that's a workplace for many, and doctors/staff may be using it. What's important to have etiquettes of using such gadgets and the tone should be low.

Obviously yes.
The places should be marked as "NO MOBILE PHONE ZONE" are -

1. Hospitals - waiting hall. You can call for emergency but you should not be able to receive a call.

2. Theatre and cinema hall.

3. Drawing room and bed room.

4. Any waiting hall.

we should enforce no cell phone zones because it is kind of annoying to other peoples. Some people just talk very loud and the people around them get bothered.

Politely, nobody wants to or interested to hear the conversation

If it's not absolutely necessary to be using a cell phone, you should be fined for using them.
