Just the same way you would go out with someone you like. Tell her that you appreciate your friendship and would like to get to know her a little better. Spend some 'alone' time together and be interested in knowing who she really is. You can drop little hints until the time comes for you to propose to her so she won't be shocked. Be warned though that some girls may not like to engage in a relationship with someone whom they consider as "just a friend".

Strt sending the vibe long before you propose. Talk about relationships and love. Act like a Bf and not as a friend. Hold her hand and look her in the eye. Then stay away from her for a while. She will cme looking for you , that is when you will say you have confusing emotions about her. Then let it all spill out

is it your girl friend??? or just a friend?? if it is just a friend and you propose then you might ruin everything... bc she just may want to be friends. but if you two have been dating a while.. take her someplace romantic like dinner and movie and have the ring with you. you will know when the time is right...
