I saw a Japanese phrase in a website.Can anyone please tell me what this means:

It says:

or

I'm not officialy sure but the first word(s) are either "madeno", "made no", ma de no" or "ma deno". And that the most detailed letter means "number" so maybe you can get an idea from that.

All I see is a 10 with a bunch of question marks. Perhaps your characters weren't posted correctly. You should give a link to your site.
