She has boyfriend but she doesnt know i like her.I'm also not sure if she likes her boyfriend or if she just wanted a valentines present.Is there a way i can get her to like me.We are friends and she laughs when i talk to her.How can i tell if she likes me or not?

If you really like her than JUST be her FRIEND! I mean be her friend for real! This will give her a chance to know you for YOU! Never, and I mean NEVER say a bad thing about her boyfriend! Be as supportive as you can be.
If they ever do break up you will be there for support!

Try to be more funny, more interesting, and more confident (even if you have to fake it). This means that you also have to detach yourself emotionally from the outcome, because if you feel needy at all, she'll be able to sense it like an animal can sense fear.
If you have more confidence in your manliness, then she will be more attracted to you, or else you won't care if she isn't because you will be able to attract other women that you might want.

sorry being her friend wont work nor bashing her man neither....if your her friend your like one of the girls and if you bash you seem insecure and weak....the best way is to move on and get your own chick only reason you like her is because she cannot have her, but if you still want to trying have yourself a girl can spark her jealousy then you proceed from there......
