Please tell me which is the best sentence. Also if there are any wrong ones, please tell me the numbers.

it is an incomplete sentence or a part of a sentence. it is not a sentence by itself.

2. Three shopping carts filled with foods. WRONG
"foods" is not a word. "food" is singular as well as plural.

3. Three shopping carts are filled with food. CORRECT
its a complete sentence, which makes complete sense.

4. Three shopping carts are filled with foods. WRONG
again, "foods" is not a word.

Food is uncountable, isn't it? For a complete sentence, 3 will be better. You might use 1 when you have other things to add on in your sentence. E.g. Three shopping carts filled with food, Two boxes filled with bottled drinks, and so forth.

Sentence 1 has no verb. Sentence 2 has no verb, and 'foods' is not a word. Sentence 3 is correct. Sentence 4 would be correct, but foods is not a word.

The proper plural (more than one) form of food is in fact food. (Actually, there is no singular (only one) form of food. It is only plural)

oh my.. i just realized this: sentence 1 can be correct, if you're talking about the cart magically filling itself with food... or if they're in the process of being filled. i looked at it differently the first time. Both 1 and 3 are correct, depending on what you're trying to say.

Food cannot have an 's' on the end of it, because it is both singular and plural, so 2 and 4 are wrong. Number 3 probably makes the most sense because number 1 is a sentence fragment, and doesn't really make much sense.
