Check the CPU usage with task monitor while using your browser.

I recently spent hours on a friends machine trying to isolate the cause of that same problem & discovered that Trend Micro PC-Cillin Internet Security 2007 was the reason for it.

Apparently the scanning engine was sucking up all the CPU usage whenever he opened a new webpage. I removed the 2007 version & installed the 2006 version & now it works like greased lightening.
(Trend Micro is aware of the issue caused by the PcScnSrv.exe process... especially on not so recent P4 units)

Look for a resident program (process) on your PC that may be responsable for this.

Internet speed depends on a lot of factors. If you are using a wireless setup, then location is a major factor. The closer you are the wireless router, the better the signal. Also with a wireless setup, if you are using a wireless G router, you must make sure the wireless pci card is also G and is from the same manufacturer. However, if you are using direct connect with an ethernet cable, then you should not have any problems other than network traffic.

If you are using cable or DSL, you should probably try calling them to see if they are doing any maintenance work. That could also slow your internet down.

Using the internet on a windows machine normally loads your PC with lots of spyware. You should try using Spybot or Lavasoft's Adware to remove malware and spyware.

We had the same problem, thought it was an intermittant bad modem but turned out ot be a corroded cable from the box to the house. The cable company should be able to run tests on the line for you.

maybe something is also sharing the connection that you don't know about. like loading two things at once.
