My lab has had that problem before especially in winter. Some dogs paws are very sensitive to cold and heat. (in this case cold) What our vet suggested doing before bringing him in was to was the area first with luke warm water, then once the area is throughly cleaned to apply a lotion to his/her paws (you can use regular hand lotion) making sure to completely rub it in. Also make sure that he/she does not lick the area which can irritate it more. Keep doing this for one to two days if the problem persists and is not getting any better then bring him/her in immediately to the vet.
