it's not your decision to remove his virginity, unless he wants to change that too. a lot of girls really appreciate a guy who will save themselves until marriage, i know i do. but if he wants this as well, then just take him out some night, hook him up with some girls, and try to bring him out of his shell a little. unless he's really ugly, girls shouldn't have a problem with shy men, unless they've been around the block with multiple people, and that's not what you want.. you don't want to give your friend a vd... just introduce him to some girls you think he'll hit it off with.

Ask him if he does, and if he can't look you in the eye and say he doesn't, it means he does.
There's nothing wrong with masturbating, what I'm saying is that if he does, then he's not a virgin.
