In fact don;t do anything that looks like you are really desperate for her. Keep your calm whenever she is in front of you. Just give her a good long stare and then just pretend yourself to keep busy in whatever you were doing earlier.
When things seems normal to you and you yourself feel that you have now control over your emotions then ask her for coffee/short break/going out for lunch or what ever you planned (but for the day time only).
I am sure if she is not already engaged with someone, she would not refuse you, and after that you would also be able to know better weather she is right for you or not for future relationship.

A lot of girls love humor, a well groomed man (take care of yourself,) a caring guy who has a sensitive side and a guy who is himself. The most important tip I can give you is to be confident. If you choke everytime you ask a girl out, I know this sounds silly, but practice!! If you're not born with it, aquire it.

1. you're not a dud you sound like a sweet guy!
2. ask her casually if she's busy on any given night. then if she's free ask if she would want to go out.
3. when she says yes you say your relieved and tell her your shy and was worried she'd reject you. ( it'll make her feel honored that you like her enough to get over your shyness and ask her.) it should be smooth sailing from there.

You need to first meditate on it. If she truly likes you at the point that there is an open window to go out. Before you ask her out do this...go the bathroom and look at your face. That's face of what she's going to look at when you ask her out. If you ask her out with doubt she won't buy it but if you play it cool she'll accept.
