I would do chicken salad on croissants. You can get good cheap croissants at Costco. Put nuts in the chicken salad to make it fancier.
Fruit cabobs are nice and feel a little fanciers than just a bowl of fruit. Deviled Eggs, crudites and dip, any sort of sparkling punch.
of course you need cake -- you can make your own very cheap. Just buy fancy sprinkles!

I planned my best friends bridal shower, and we bought a big bag of breaded chicken strips, swedish meatballs, green beans, and salad among some other items. You can get chafing dishes really cheap as well. I don't know where you're from but if you have a Gordon's Food Service or Costco nearby, that's where I'd get all the supplies from. The chicken was easy to make, put it on a cookie sheet and bake. The swedish meatballs are made in a crock pot and greenbeans you just boil. All really simple. You provide some condiments for the chicken (honey mustard, ranch, ketchup) a couple of desert options (cake being a must) and some beverages and you are good to go.

I planned my sister's shower. For food I ordered a mini crosant sandwhich tray from Safeway. It didn't cost too much and cut down on the food prep I had to do. I also bought a veggie and a fruit tray. I made chocolate covered strawberries (so easy and elegant). I served a citrus punch and iced tea to drink. Of course we had cake as well. The total for the food came to about $150 and fed about 20 people.

If someone has a fondue pot or two (ask other guests who are coming to bring theirs if they have one) you could do a fondue sort of thing with different types of fondue. Think cheese fondue with bread, chocolate fondue with strawberries, marshmellows, etc, you could even make tempora. There are tons of fondue receipes online. The nice thing about a wedding shower is that you aren't expected to provide a meal. It shoudl just be snack foods to enjoy during the party.

At a shower, one would just have a variety of "appetizer" like foods - simple cute tea sandwiches (our family usually does those fancy roll-up types, or checkerboards with coloured bread that you can get your local bakery to make, and the "striped" ones), and a variety of dainties.
