Their is nothing like extra judicial killings in the divine laws.If some one is attacking by waging a war or otherwise planning to assissinate you, even that encounter is lawful and within judicial domain.

Its murder, simply by the fact that its not condoned by an actual Government, but instead is a system of genocide, hate and extermination "at will" of twisted individuals.

However, if its done by the State, then the Government must answer to God and not the actual executioners. In that way, the actual executioners are not guilty at all in god's eyes, but are considered "agents of the government" and would simply be replaced by another "agent of the government" at will if they decided to not do it. So, its the Government not the actual executioner who will answer.

In the bible, "Thou shalt not commit murder." But this is not divine law -- there is no such thing.
