What is he thinking?
It seems to happen a lot. I'm kinda shy. Is that why he doesn't talk to me?

He likes you soo much he needs to fill his eyes with the sight of you. But he is too shy or scared to talk to you. He knows that when he is near you his mouth goes dry, his knees go week and mind goes blank. All he wants to do is worship you. I know because I get this feeling a lot

What the f*** do you think? lol jk but he likes you but is too shy to talk to you! If he's cute, make a move, because obviously it looks like he can't.

He's either shy, insecure, or just likes what he sees.
He could just think that you don't really want to talk to him.
There are too many possibilities.

he likes you and is checking you out. he is hoping for eye contact. although he is afraid to talk to you he wants to make a connection by catching your eye. trust me make eye contact and he will look away but he will know you saw him and that should be enough to move on to step two
as for step two that depends on how step one went and if you plan on moving on to step three

SOME PEOPLE STARE ALOT AND DO NOT REALIZE THIS ..YOU COULD REMIND THEM OF SOMEONE OR THE COULD BE INFACTUATED BY YOU....I THINK IT WOULD BE A GOOD IDEA TO APPROACH THIS PERSON AND BE FRIENDLY AND ASK THEM HOW THEY ARE DOING.
