Hawaii has some rather interesting quirks when it comes to its driver license. First, it is the only state that does not require new residents to trade in their old license. There is not a changeover law on the books. Thus, if you prefer to hold onto your current license and it remains valid, it is an acceptable legal document in the state of Hawaii. The second oddity is that you can obtain a Hawaii license without establishing residency in the state. Nor do you need to even need to be a citizen of the United States. Of course, you can't possess multiple documents. So if you do opt to get the Rainbow State's version, you will need to surrender your other license or ID card.
Other than these two differences, the rest of the process is essentially standard operating procedure. If you have ever gone through the steps in another state, you will find yourself in a familiar situation.
Other than that you may want one. If you travel inter-island and want kama`aina rates for hotels or golf you will need to prove state residency.

YES, you don't need to get a Hawaii State Driver's License. Your NY State Drivers License is fine, just as long as it's valid (meaning current & not suspended).

I don't see why not. New York is a state. Hawaii is a state. There's probably some kind of rule that you can't live there for a long period of time and not have a local state driver's license though. You should probably check that out.

Do you live in CA or NY? Since buying from a dealer, he should know. Most likely will give you either 20 or 30 day temporary tags on the car. When you get to GA, you will need to immediately register the car plus get a new GA license. But if you live in NY and have a CA license, and if/when you should get stopped while driving to GA from NY, could be difficult to explain to any cop. The temp tags alone will set off "red flags" and make you a target in different states. good luck
