Yes, i called my local recycling place about this once (my friend and i had a bet regarding this important matter). Apparently the caps are a different type of plastic (you can tell just by looking at it). When the caps are melted down they contaminate the vat of melted bottle plastic. This has the potential to ruin the vat and make much of the plastic unsalvagable (aka, non reusable). However, the rings (which you don't have to remove) only contaminate the vat a little bit (not quite enough to destroy the vat of melted bottle plastic). So.... always remove those caps!

Plastic bottle caps are frequently made from a recyclable plastic. the problem with recycling plastic bottle caps is that maximum recycling centers bale all their plastics for cargo. The bottle caps are so small that they have got a tendency to get hung up in the baler, which may reason a device stoppage, or they fall out of the bales after compaction. Many recycling centers do no longer settle for plastic bottle caps for those causes. some recycling centers will settle for higher plastic caps (detergent bottles), yet no longer smaller plastic caps (water bottles).

Because the caps contain a "rubber" ring inside them they are not recyclable and therefor should be removed from the bottle. an effort should be made to change industry standards to have that rings composition changed in order to facilitate recycling of the cap with the bottle.--- your answer is yes take the cap off...

Yes. With the caps taken off it's also MUCH easier for the empty bottles to be compressed.
