The dough is somewhat wet, and they are baked at a low temperature. (Kind of like the mac-n-cheese in the paper trays don't burn, unless you set the oven to 450.)
edit- Just looked it up. They aren't shoved into the bent cookie, the cookies are baked for a short time, then while the dough is still pliable, it is folded around the fortune. Then it dries as it cools. (Good guess above though, huh?)

The oven isn't hot enough for the paper to burn. It would have to have an ambient temperature somewhere over a 1000 degrees for the paper to catch fire and burn. Most of the time when baking your oven is somewhere around 300 degrees give or take. That's saying that they bake them with the paper in them. I really don't know if they do or not, but if they do that's the reason it doesn't burn.

They bake the cookie flat, put the fortune in the middle of the round "pancake", and then fold it while it is still warm and flexible. When it cools off, it gets hard.
Try putting one in the microwave with a wet paper towel. You will see just how flexible they can be!

They are stuffed in after the cookie is cooked.
What is funny is to say "In Bed" after reading your fortune!!
"Your future looks promising" "In Bed"
"You will meet a lot of new people soon" "In Bed"
"Your outlook on life will change soon" "In Bed"
It gets pretty funny if a lot of people are at the restaurant with you or order delivery!
It can be funny if you are alone too!!!

because they slip the paper in afterwords- notice small holes at either end of the cookie. u can get it out without even breaking the cookie.
