Even with a 40 series Flowmaster on a Jeep they don't end up that loud. The cat does quite a bit to quieten them down. Putting a straight through design mufller on one though will make them a fair amount louder.

If you want to stay legal, most states will not allow you to go dual, unless it came from the factory dual. If it was possible to get a '98 jeep i6 dual standard or as an option, you'd be good to go. I doubt you'd ever get a ticket for that, but you'd fail inspection on sight. You could replace your manifold with headers and get a borla or banks muffler to open up the back end. As for your cat, you can always hollow that out and unless they hook a smog machine to it, you'd never know. Only problem with opening up everything is that even though you may get a slight increase in horsepower, your torque will drop out from under you.
Here are some examples of things to check out:

There is a dual header made for the 6 and therefore a dual exhust or a splitter just after the manafold . To keep it legal you must keep the Catyletic convertor. that ends the true duals . Another way is to remove the muffler and replace it with a strait pipe louder but not extremly loud.like an old glasspack .

Cut off the fenders, jack it up and put 35's on it. It'll be loud enough then. Sell it and buy a cj or wrangler and do the same to it or do the chevy small block conversion, or remove all of the doors. "It's a jeep thing" does not apply to all you cherokee guys. You bought an SUV and want credit earned by the real jeep. The 4.0 will never sound tough (even though it is a good, tough motor) and you'll just look like a wanna-be for altering the exhaust.

The 4.0 goes back to the 258 inline six in Jeep CJs. I currently have a 1991 Wrangler with the 4.0 and running strong at 130,000 miles. Great power and does not use any oil

Go on the internet and search for an item all the Quick Time electronic cutout. This will be the loudest possible your car can get. Keep in mind it is illegal to have an exhaust cutout, but it adds performance and that performance sound.

leave it a single pipe, take off the catalytic converter, and the muffler, and put a flowmaster 40 seiries on there, and put a nice tip on there, like a 18 inch by 3 and a half
or just take off the muffler and leave the cat, and thats it.
a flowmaster does best with a six cylinder though

Just replace your muffler with a glasspack. This should give you enough noise and stay legal.
