And, no, I refuse to do my homework. I believe Answerers who say "do youre own homework" are just looking for an easy 2pts (which will be reported when click "report abuse") and people that don't know at all, so they hide their guilt by pointing fingers.

HOWEVER, if you are not in that category, congratulations because I need some real help with the quote. I'm not sure what it means so i'd greatly appreciate some help.

Hello. In my opinion this quote could mean that the fear in the people's hearts puts an end to their question. Meaning they're so scared they dare not ask about anything. The question in this quote could mean that how do we change a place where fear lives in the hearts of the people.
This in short and in my opinion means this.
When there is fear in the hearts of the people and they don't want to understand. It is hard to reshape the area in a different fashion. I am sorry that this is so long but I don't know how to explain it any other way.

this quote is about courage and coward, if you are not brave or 'fear' in the heart it would be hard to understand the fear.
'And fear puts an end to understanding and the need to understand.' i believe that means that with fear, you wouldn't want to understand because you are afraid of what would happend "So how should we fashion such a land when there is fear in the heart?” how can you get what you desire if you are to afraid to go and get it yourself?

When people are totally consumed by fear (of attack, of an enemy or terrorist or abuser), they will be unable to function rationally (to understand what needs to be done in order to protect or save themselves or to make progress or to build or produce something). Therefore, how can they be expected to participate in creating a country if they are paralyzed by their fears? (I am uncertain of what exactly is meant by "land, but you should know; I am assuming that it is "country" as in forming a new country or perhaps government.) The quote is out of context. It was written about the people of South Africa from the 1600's to 1800's. The quote goes on to talk about how the future children don't love their land because it will be taken from them.

If you really do want to understand the quote, read the whole book to understand the context.

I don't really know, but they might be talking about a dictator. lol. I think I'm right. A dictator strikes fear into peoples hearts because that is their method of ruling. I have to do hw too. I better go!
