Adobe After Effects is used mainly for special effects, not general editing. Pinnacle Studio costs about $70. It has a bunch of add ons that give you many of the features of professional software. Premier elements is also good, especially if you think you might want to upgrade to Premier some day. Pinnacle is made by Avid, and Avid liquid is also great if you're really looking for professional editing software. I don't know how much Edius costs, but its great for general editing and also has a more professional feel.

For 150 dollars I would get the combo box that contains Adobe Premiere Elements and Photoshop Elements. Also, check out Magix Movie Edit Pro, it costs fifty dollars and has lots of features.
