Mind by very nature is flickering just as water by nature is flowing or wind is flowing. Mind has two functions, viz., sankalpa(accept) and vikalpa(reject). In conditional life bound by three modes of material nature, viz., goodness, passion and ignorance, the mind accepts favorable for one's sense enjoyment and rejects that which is unfavorable for sense gratification. But, when in spiritual consciousness it is dove-tailed to the desire of the Lord and then there is no conflict which arises due to accepting and rejecting.

In the Bhagavad-gita(6.34), Arjuna tells Krishna about the mind,
"For the mind is restless, turbulent, obstinate and very strong, O Krishna, and to subdue it, I think, is more difficult than controlling the wind".
See the below purport to this verse in the Bhagavad-gita-as-it-is,
A.C.Bhaktivedanta Swami Prabhupada, Founder-Acharya of ISKCON(International Society for Krishna Consciousness).
The mind is so strong and obstinate that it sometimes overcomes the intelligence, although the mind is supposed to be subservient to the intelligence. For a man in the practical world who has to fight so many opposing elements, it is certainly very difficult to control the mind. Artificially, one may establish a mental equilibrium toward both friend and enemy, but ultimately no worldly man can do so, for this is more difficult than controlling the raging wind. In the Vedic literature (Katha Upanisad 1.3.3-4) it is said:
atmanam rathinam viddhi sariram ratham eva ca
buddhim tu sarathim viddhi manah pragraham eva ca
indriyani hayan ahur visayams tes gocaran
atmendriya-mano-yuktam bhoktety ahur manisinah
"The individual is the passenger in the car of the material body, and intelligence is the driver. Mind is the driving instrument, and the senses are the horses. The self is thus the enjoyer or sufferer in the association of the mind and senses. So it is understood by great thinkers." Intelligence is supposed to direct the mind, but the mind is so strong and obstinate that it often overcomes even one's own intelligence, as an acute infection may surpass the efficacy of medicine. Such a strong mind is supposed to be controlled by the practice of yoga, but such practice is never practical for a worldly person like Arjuna. And what can we say of modern man? The simile used here is appropriate: one cannot capture the blowing wind. And it is even more difficult to capture the turbulent mind. The easiest way to control the mind, as suggested by Lord Caitanya, is chanting "Hare Krishna," the great mantra for deliverance, in all humility. The method prescribed is sa vai manaù Krishna-padravindayoh: [SB 9.4.18] one must engage one's mind fully in Krishna. Only then will there remain no other engagements to agitate the mind.

Conflicts can arise in your mind if you are mentally ill or if you have a diseases of the mind or are under lots of stress.
Many people have conflict and some all the time such as manic depressives. But I do know that lack of good nutrition and stress can depleat your mind of valuable oxygen and nutrients. Brain cells turn over minutes, hours and days. It is an ongoing process. If you do not have good cells to take the place of the dead cells you can start having real problems like memory loss or psychotic episodes.
Meditation is great for stress and other mind problems. It is good to try to do it twice a day. See what happens?

Conflicts can arise in your mind because of human dilemmas. These can occur because of spiritual reasons. Satan does have demons running around, who, even for Christians, tempt the human soul. Inherently, we'd like to think of it as inner conflicts. These conflicts can result from sin in our lives. Again, inherently, we believe we are good people. But we may not even realize that we may be doing something wrong in God's eyes.

Don't let conflicts get in the way of your life. It's important to recognize that everyone has problems, even if others don't show it. Belief in God will allow you to fight these conflicts, be it spiritual or practical, with a triune God who will never leave you. If a conflict arises in your mind, God has a way to strike it down. Talk to God, and he will surely bring you peace. Just remember that everything takes time, but give him time to work in you, and you will reap his glory.

conflicts arises with the interaction of possibilities in the brain. It is an exercise of permutations and combinations. It is an exploration of events that can happen.

When we are in mother's womb our mind records the events, when we become independent, our sensory organs interact with the external environment. Based on the messages that brain receives, it functions. Action and reaction happen. But as time passes, your brain gets into a habit pattern. These habits play a crucial in the interactions within the mind.

Definition: an open clash between two opposing ideas.
(Hyperdictionary)

Therefore this occurs when two ideas enter my mind and I either agree or disagree. In order to settle the matter I must see facts, observe theories and talk to people.

Matter solved, conflict gone.
