One receives a parking ticket in pouring rain with high winds when one parks illegally...
The best time to double park is anytime you are willing to pay a possible parking ticket.

You can receive a ticket for parking illegally at any time or any weather! If you get an a** that loves to get people, then they will get joy out of writing tickets to people, especially in the worst weather! I work with a guy like this, he enjoys writing tickets in the rain etc. He says people assume he won't bother due to the weather, so they break the law. Take your chance, maybe they won't want to get wet, maybe they will!

I don't think that I would want to be in a hurricane or tornado..so if you doubled park ...
The best thing you can do is hope that your safe and the police don't arrest you.

Honey, traffic cops work all times of the day & nights regardless of the weather. I wouldn't recommend that you ever double park as it wouldn't be worth the charge you would have to pay. Remember "CRIME DOESN'T PAY".
