Glossy print paper is "stage one". It scratches easily , fingerprints easily, and is the most likely surface to stick to the glass when framed.
Matte print paper is "stage two". The textured or "matte" surface is actually pressed into the surface of what was originally glossy paper. It scratches less easily (fine lines), resists fingerprints, and is much less likely to stick to the glass when framed. The other class of matte surface print is a sprayed surface to allow for surface retouching and UV protection ( "Olan Mills style" ).
As to which is better.... I prefer glossy prints for 3x5" and 4x6" prints, matte surface for wallets (harder to scratch), and matte surfaces for any print 5x7 or larger that is intended for framing or presentation.

It's a matter of preference, really. While both have purpose, most people don't know what the differences are. And I've been in heated discussions with people believing one is better than the other and why, which tend not to be in line with actual fact, so I just default to pick whichever one you prefer. But in the spirit of being truthful, images printed on quality glossy photographic paper (and even some inkjet, high end paper) are sharper with color reproduction that is more vibrant. Glossy is the best if you want to see or show how technically perfect (or imperfect) the image is, and presentation is well, awesome. However, matte paper tends to portray a more "finished" or professional look, better suited to portraiture, or fine art (using a premium rag matte). But people who know better, know that looks aren't everything. And to that end, glossy paper is fragile, prone to scratching easily. So its best application is in a frame, where it will be protected. If glare is what you are concerned about, it's not relevant because when framed, there will be glare anyway. So if you want your prints to be in an album, which will be handled, print your photos on matte paper of good quality. If you want to have your photos framed, print them on glossy paper, the added clarity will cancel out having been placed behind the pane of glass or acrylic of a frame. That's what I think. Not everyone will agree.

Matte, softer, diffused details, not as much reflection, doesn't show fingerprints. Good for portraits, weddings, baby pics.
Glossy, brighter color, sharper, more saturated. Shows finger prints, but they can be buffed off carefully.
There are also different grades of matte and glossy papers, they don't all look alike when printed.

Easy Rule of Thumb: High volume of light (Big window, Florecent Ceiling Panel Lights, Flood Lights), use matte finish to prevent glare. Controlled office enviroments and prepared indoor wall spots or galleries with medium to low light are best for glossy because of the specular accent (shiny-ness).

its all a matter of taste. i like matte finish better, its a little bit less reflective than the glossy. some people like the super glossy paper..
