When a guy has a "crush" on a girl.. how long does he wait until he tells her how he feels?

If he doesn't know her that well and has a crush on her, he should drop hints like try to be around her a lot. He should flirt and after like a week of flirting, tell her how he feels.

i think he should tell her as soon as he can, i mean as soon as he is sure she will go out with him, i mean cuz no one likes to get shot down, but also he should get over his fears/worries and make a move because if the girl is a good catch, she will not be available for long and he should use that as a way to get up some courage to ask her out......"if I don't do it soon, or by this time, someone else will get her."
