That is done with photo editing software. You take a color picture and desaturate it to make it black and white then in photo shop you can use a history brush to bring back the color on whatever parts you want to colorize.........

Download the free Picasa program from Google. It's a great program - better than the ones you pay for - then download your pics to the Picasa program (it's VERY easy). Turn your pics from color to black and white on this program and then you can actually take a marker with a fine point and color the object with the marker. It's easy!

Adobe Photoshop, Elements, Microsoft Digital Suite, probably others.
Easy way: Use a quick mask to isolate the part you want color, then select inverse and apply b&w gradient map. Viola!
You can also do it in layers, or cut and paste, depending on the picture.

Photo shop elements. Enhance, remove color, then paint the balloon in any color you want with the brush tool.

You can try photoshop.
One way to do it is to figure-out the colour you want to highlight, and "pre-colour" everything else in the opposite direction, so that when you highlight the particular colour.
Onlyway I can think of, other than using several layers with the filters.

photoshop definitely has that capability, but if you go to downloads.com i'm sure you can find a photo editing program with that option as well. there are plenty to choose from!
