Which bycycle framebuilders made Concorde frames during the 90's?

I've heard they were built by CIOCC,but there may have been others.Can I find out who off the serial number?

I always thought that Concorde frames were Dutch-made while Ciocc was Italian.

Possibly Reynolds tubing,not 100%,but it rings a bell.
