There has to be a balance between the two.
If you make him chase you too much without dropping any hints that you like him back, then he'll just get tired and eventually stop chasing you. However, if you make it too obvious, then he'll also stop chasing you as well.
Let him chase you, but every once in a while, tell him something that will make him think you do like him back, just so that he'll continue to chase you.
