If you are a CAA (or AAA) member, the CAA offices let you exchange small amounts of money (up to $250 at my local office, that may vary a little from location to location) at a really good rate - way better than the banks.

The next best is a credit union - but watch out, they may have a different rate for 'members' and non-members

When traveling I find the best exchange rate is using your bank card at any bank ATM. Bank ATM's in Canada generally have the smallest service charge.
